Agricultural land rights for a oci holder?

my father is has a Portuguese passport and he has an oci {overseas citizen of India}, before having a Portuguese passport he had an agricultural land in Goa under his name inherited from his mother and now that he has a Portuguese passport does he have all the rights on the on the agricultural land.
